MISSION STATEMENT We are the Board of Catholic Education of Immaculate Heart of Mary Parish, representing the parish family. The Board acts as consultants to the Pastor, the School Administrator and the Director of Religious Education in the conduct of the catechetical and educational programs of the parish. We commit ourselves to: Instituting and communicating a clear vision and direction for Catholic education in our parish Helping with the development and assessment of policies that support Catholic education from preschool age through adult Making a difference, by fostering effective communication between this board and the leadership of the parish We accept the mission of Christ to bring God’s word to fulfillment through MESSAGE, COMMUNITY, SERVICE and WORSHIP to all whom we serve. The Immaculate Heart of Mary Parish Board of Catholic Education February 6, 2002 CODE OF ETHICS FOR BOARD MEMBERS 1. A board member must give the necessary time, thought and study to the work of the board, and attend and participate at board meetings, in order to render effective service. 2. A board member must work with other board members in a spirit of cooperation despite differences of opinion. 3. A board member must realize that the welfare of all of those for whom the educational programs are designed comes first in all decisions. 4. A board member must base his personal decisions upon all available facts in each situation, voting with honest conviction, unswayed by partisan bias. 5. A board member must be able to abide by and uphold the final decision of the board, regardless of how he or she voted. 6. A board member must keep in mind that while the primary function of the board is to establish the policies that will give direction to the educational programs, the implementation of these policies is the function of the administrators and their staff. 7. A board member must realize, that as an individual, he or she has no authority outside the meetings of the board and must, therefore, conduct his or her relationships with staff members, the local citizenry, and all media of communication on the basis of this reality. 8. A board member, when approached with a problem that is of an administrative nature, must refer the person to the proper administrative officer and must never attempt to perform functions that are out of his or her field. 9. A board member must keep all confidences shared with him or her during executive sessions or closed meetings of the board. 10.A board member must never use his or her position on the board to benefit any one or any agency apart from the total interest of the parish. General Comments A. This Board is a separate board of the Parish. It is charged with establishing goals and objectives for Catholic education in the parish and providing direction on operating the parish facilities.
B. The members of the Board function as a whole. Board members have no rights or privileges to speak for the parish or the Board unless specifically authorized to do so by action of the Board. Article III SECTION 1. Eligibility In order for any person to be eligible for membership, said person must: A. Be at least eighteen years of age and an active, registered parishioner; B. Not be an employee of any educational program under the auspices of the Immaculate Heart of Mary Board of Catholic Education; and C. Not be a member of the immediate family of an employee of any educational program under the auspices of Immaculate Heart of Mary Board of Catholic Education. (please refer to Code of Ethics.) SECTION 3. Length of Office. A. Elected members shall serve a term of three years, not to exceed two consecutive terms. B. Appointed ex-officio members will serve terms of duration determined by the Board. SECTION 5. Appointment of New Members. At the April meeting of the Board of Catholic Education, the Chairperson shall present a list of names for the vacant seats on the Board. Selection of the Board members will take place in May by a lottery conducted by the Board of Education. New members will take office at the June meeting. Article VI (Meetings) SECTION1. Frequency. The board shall meet regularly once per month at least 10 months per year. Special meetings may be called by the Chairperson or by a majority of members. Reasonable notice of the time and purpose of the meeting shall be given. (Meetings are scheduled for the 1st Thursday of the month with alternating times of 5:30 and 7:30, please contact the school to find the exact time of the meeting.) SECTION 4. Non-members. The agenda for each Board meeting shall include an opening block of not more than 15 minutes for any non-members to address the Board. Non-members must advise Chairperson or Vice-Chairperson of the Board of their intent to address the Board at least three days before the Board meeting at which they wish to speak. NOTE: Immaculate Heart Mary must follow the Diocesan Policies, IHM’s policy handbook is a fine-tuning where we try to meet the specific needs of our parish. The policies and guidelines contained in this handbook are a reflection of our mission statement, and are in keeping with the educational program policies of the Dioceses of Covington, as published in the Diocesan Board of Education Policy Handbook (Jan. 2000). Each policy and guideline is annotated with its date of adoption and subsequent review dates, and a reference is listed. Where Diocesan Policy and Diocesan Guidelines have been referenced, the abbreviations DP and DG are used, respectively. It is our hope that this handbook will continue to serve as a useful tool and resource for the board members of the Immaculate Heart of Mary Parish Board of Catholic Education, and the parish family as well.
